Property Tax Calculation
California law generally requires that all property be taxable unless specifically exempt under state or federal law. Proposition 13, approved by California voters in 1978, established the foundation of the state's current property tax system. Under Proposition 13, real property is generally taxed based on its assessed value, with annual increases in assessed value limited by law unless a change in ownership or new construction occurs.

The assessed value is generally based on a property's Proposition 13 base year value. For real property, that value starts at its 1975-76 level, or is reset to current fair market value when there is a change in ownership or completed new construction. After that, the assessed value may increase by no more than 2% per year for inflation, unless a reassessment event occurs.
Exemptions and Taxable Value
Taxable value represents the assessed value less any tax deductions that apply. The State of California Constitution provides a variety of full and partial exemptions such as homeowners, veterans, and qualifying nonprofit or religious organizations that may reduce the amount of property tax owed.
